Yes. I train my small dogs just like I would train large dogs. That includes jumping on people/scratching at their legs for attention. Just as one example, my family's old yorkie scratched up my elderly grandfather's leg pretty bad. The skin of elderly people is very delicate and takes longer to heal. That was my wake up call for taking the training of small dogs just as seriously as big dogs.

I think a lot of people are just ignorant to it. All the biting and jumping and stuff can be cute with little dogs, but it's just not worth it in the long run and you are doing them and others a disservice.
